Tariffs & Regulations Impact Pigment Makers

This month, contributing editor David Savastano interviewed David Wawer, director of the Color Pigments Manufacturing Association (CPMA). Among the topics discussed was the effects of tariffs on the global supply chain and the cost of raw materials, as well as the possible changes a President Donald Trump-led adminstration could make to current EPA and TSCA regulations. 

In March 2025, EPA administrator Lee Zeldin announced the agency will undertake 31 actions of deregulation to advance President Trump’s Day One executive orders. 

 According to a press release posted to the EPA’s website, Zeldin said “today is the greatest day of deregulation our nation has seen. We are driving a dagger straight into the heart of the climate change religion to drive down cost of living for American families, unleash American energy, bring auto jobs back to the U.S. and more.”

“Alongside President Trump, we are living up to our promises to unleash American energy, lower costs for Americans, revitalize the American auto industry, and work hand-in-hand with our state partners to advance our shared mission,” added Zeldin. 

Zeldin announced the following actions: 

• Reconsideration of regulations on power plants 

• Reconsideration of regulations impacting the oil and gas industry

• Reconsideration of Mercury and Air Toxics Standards (MATS) 

• Reconsideration of mandatory Greenhouse Gas Reporting Program • Reconsideration of limitations, guidelines and standards (ELG) for the steam electric power generating industry 

• Reconsideration of wastewater regulations for oil and gas development 

• Reconsideration of Biden-Harris Administration Risk Management Program rule.

Wawer offered his insights on how the Trump Administration will handle the U.S. Environmental Protection Agency (EPA) and the Toxic Substances Control Act (TSCA). 

“Let’s look first at the broader pro-business philosophy and pro-manufacturing agenda of the Trump Administration,” Wawer noted. “Efforts are taking place across a wide spectrum of federal government agencies to reduce or eliminate costly regulatory requirements for U.S. manufacturing companies.”

Wawer observed that this initiative will benefit existing U.S. color industry manufacturing companies.
